Some projects are executed via the Design/Bid/Build (DBB) delivery process. Contractors are selected for DBB projects on the basis of providing the lowest responsible and responsive bid
Projects are publicly advertised to bidders with a deadline due date and time for receipt of bids. Construction documents are available as listed in the advertisement. Bids are publicly opened and the amounts read at the time specified. The Bid invitations are advertised in the Tucson area in the Daily Territorial classified newspaper and generally in two Phoenix area classified newspapers: the East Valley Tribune and the Scottsdale Tribune; as well as being posted on this website.
If the lowest responsible and responsive bid is within budget and can be awarded, a contract is executed and a Notice to Proceed issued to the successful contractor.
